Manager - Project Management Office

About the Role 

As the Manager – Project Management Office (PMO) you will conduct the planning, coordination, and delivery of Council’s capital works and infrastructure projects. The role provides project management, contract administration, financial tracking, stakeholder liaison, and reporting to ensure projects are delivered safely, on time, within budget, and in accordance with legislative, contractual, and Council requirements. 

You will also be required to work closely with internal technical staff, contractors, consultants, and external stakeholders and plays a key role in strengthening Council’s capital delivery capability. 

Palm Island Aboriginal Shire Council delivers a complex capital works program encompassing housing delivery, roads, drainage and transport infrastructure, water and wastewater services, essential services, and community infrastructure. These projects are delivered through State and Commonwealth funding programs and are subject to rigorous governance, reporting and compliance requirements, with additional complexity arising from remoteness, logistics and multi agency coordination. 

This role is based on Palm Island and preference will be given to Palm Island community members, in line with merit-based recruitment and Council’s commitment to local capability development.

Key Responsibilities 

  • Manage multiple projects (portfolio) from conception to completion, reviewing schedules, estimating costs and forecasting. 
  • Develop detailed project plans that outline objectives, scope, timelines and resources. 
  • Maintain project control tools including schedules, risk registers, issues logs, variation registers and action trackers.  
  • Support consistent application of Council’s Capital Works Delivery Framework and project governance processes 
  • Monitor and forecast project budgets. 
  • Direct procurement activities in coordination with corporate procurement and external advisors, including documentation preparation and evaluation support. 
  • Adhere and report on grants as per contracts with grant funding agencies.

You demonstrate awareness of the cultural, social and community context in which projects are delivered on Palm Island.  You support respectful engagement practices and consideration of local employment and business participation opportunities.  Ensure project activities are planned and delivered in a manner that’s sensitive to community needs and expectations. 

  • Relevant qualification in project management, construction, infrastructure, engineering and / or equivalent demonstrated experience. 
  • Construction Industry White Card (30215 QLD). 
  • High level communication, negotiation, and interpersonal skills. 
  • Strong administrative and organisational skills with high attention to detail. 
  • Ability to manage competing priorities in a fast-paced environment. 
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint). 
  • Current Queensland “C” Class Driver’s Licence.  

Desirable: Demonstrated experience in the delivery of government-funded infrastructure and housing projects, experience working in regional or remote communities, experience in local government or similar regulated environments or familiarity with contemporary project controls, information management and digital delivery systems used in housing and infrastructure projects
