Palm Island Aboriginal Shire Council wishes to invite suitably qualified and experienced civil contractors to submit tenders for this package of natural disaster reconstruction works. The works consist of sealed and unsealed road repairs, earthworks and civil drainage works. It is anticipated that the works will commence in 2026 and be completed no later than the end of June 2027. Contractors will need to consider the North Queensland wet season and whether the scope of works can be completed in 2026 or whether a second mobilisation will be required in following the upcoming wet season 2027.

Prospective Tenderers should note that access to Palm Island is by barge, ferry and air services, and should familiarise themselves with the available services prior to submitting their tender. Tenderers should also familiarise themselves with local accommodation providers and confirm the availability of sufficient accommodation to house their crews for the duration of the works.

Tenderers who do not have recent construction experience on Palm Island are recommended to arrange a site visit during the tender period and to reflect their observations in their methodology.

Tenderers are to assume that all works other than "bulk fill – local" are inclusive of materials supplied by the Contractor, and are advised to familiarise themselves with barge arrangements and any upcoming constraints on barge service availability. All quarry materials, including gravel and imported bulk fill, are to be supplied by the Contractor to the laydown area at Wallaby Point (18°43'01"S 146°35'57"E). For items identified in the tender documents as "bulk fill – local," Tenderers may assume that locally available material can be collected free of charge from the same location. Contractors are to make their own arrangements for carting material from the laydown area to site.
